Here's the readme on the options:

Options
-------

Numpad 1: Unlimited Money
Numpad 2: Unlimited Energy
Numpad 3: Instant Creation
Numpad 4: War Vision
Numpad 5: Instant Unit Upgrades
Numpad 6: Instant Sidebar Powers
Numpad 7: Global Funds
F1: Invincible Unit
F2: Normal Unit
F3: Powerless Unit

Notes:

For F1 through F3, these options will work on both enemy and friendlies. If you have a unit selected OR if you hover the mouse over unit(s), they will be affected. Be careful when pressing these keys that you are over the unit(s) that you want to affect!

For WarVision, you must build at least one unit/building for it to work. This will reveal the entire map.

Instant creation allows you to create units and buildings, as well as the research instantly.

Global funds are for the Global Conquest portion of the game.
